It's a bit hard to define, I agree that it would arbitrarily fall under a "too sexual" or "too obscene" definition. But just to make a case fur this >>88140 particular picture, it's very clearly sexually provocative in a "goofer" way, you have the fox in the center of the picture wearing the tightest jeans imaginable to show off her FAT FOX CUNT and bubble butt, to the left, a pink fox with emphasized, pushed up tits. With the two characters in the back with equally emphasized tits and fox ass. When you look even closer at the image, the cafe itself plays on "goofer" sex jokes with one of the deserts being a vixen creampie (possibly related to the FAT FOX CUNT earlier, or just the establishment as a whole with most of the staff being foxes, with the exception of a raptor(?), whose character design I find kind of neat) and a drawing of a fox head and humongous tits which I just noticed upon further inspection.
Compare that to, say >>88154, on its face, this fox is showing off way more skin fur than any of the previous characters but is in no way "goofer", I do see boobs but it isn't emphasized nor does it demand attention like the other sexual features of the previous foxes and over all, the picture has a different purpose. I'm not filling in the gaps of a potential vixen creampie(ambiguous), but am I looking at the design exploration of a kitsune with some revealing features. You can call it "tastefully" done. Now my definition of tasteful is probably different from yours, but to appeal to the masses, I'd say most people would have a similar definition to mine even if I can't hit the nail on the head.
As to what should be done? I think purrgems call was right. It isn't so much as to warrant being removed but isn't such a nothing to be ignored and that patriotic 'foo citizens should call it how they see it, saying the equivalent of "that's a bit much" to encourage posters to moderate themselves.
A goofer post here and there, fine it happens, we've all done it. But there has been a noticable uptick in posts nearing the spirit(?) of the one I talked about previously.
