Mandatory verification to use the internet would be too difficult to enforce, that's why nobody has done it. Not only do you need every country in the world to agree to it (otherwise people will just workaround by pretending they're in another country), but you would also need a way to verify that information you are given isn't false, which would require a surveillance state at the very least.
Keeping children off of the internet would not be in the interests of most global organizations, as they want to use the internet to propagandize and instigate brand loyalty in the minds of impressionabal children. Retards are also funny to watch so I don't see any reason why they shouldn't be on the internet.
