4chins honestly just doesn't seem like a place worth fostering the community on. All it has going for it is the usercount which it owes to the (continuously depleting) credit of the good faith from the better times. That won't last forever however and is reflected on post-per-day charts which are in steady decline on most of the boards.
Add the antiquated file restrictions, the pig-awful captcha and the bots and it's far from ideal.
Good luck holding meta discussions in regards to moderation there, too. Moderating a sfw board for a topic that is so nsfw-adjacent has to be a constant struggle and a source of disputes.

/Diy/ went from 600ish ppd a couple of years ago to 120ish today, there's just no influx of fresh blood there from what it seems.
Places like /his/ are more active but are likewise in decline and they have the advantage of not having a nsfw sibling it would inevitably come at odds with and some vengeful spammers would start raiding. Those boards' reaction time is incredibly slow. Does not even compare with what the Foo's team does.
